Submitted Images at 90 degree angle

I am having an issue where my submitted image is posting at a 90 degree angle(anti-clockwise) to what it actually is. I have tried to post it numerous times after rotating it using picture manipulation programs and the windows photo viewer, and it keeps posting sideways. I would like it to post the way that I want it and not sideways, any help would be appreciated.

I seem to recall a problem a while back about pictures with rotation metadata doing weird things... not sure if it ever got resolved.
But, something I can suggest trying is saving the picture in a format that doesn't support exif rotation (PNG for example), opening that image in your editing software and then saving it back as a jpeg. It might work.
If you have GIMP, you can also export it with that and uncheck "Save EXIF data" in advanced options.
Otherwise you might have to look for some other way to remove the EXIF rotation tag.
