No. Nowadays companies are focusing on the current gen game first and then they work on a last gen port, removing what the older systems can't handle
The fact that the ports exist should have no bearing. If this is an issue then it's the devs, no questions.
Bigger ideas cost money, companies remake old games for less money to bring in a profit to make new games, what's the issue?
Programming today is a race between software engineers striving to build bigger and better idiot-proof programs, and the universe trying to build bigger and better idiots. So far, the universe is winning.

To me the only thing holding the industry back is this desperation for pushing extremely expensive projects that require absurd sales and canning projects that don't follow that structure. "Remasters" and "remakes" from 1~2 gens ago are really low cost investment for large profit that exist as a consequence of this AAA stupidity.
