The best way to ignore someone is to do it the traditional way.

Just don't acknowledge them. At all.

On the mainsite a blocked user
-Cannot comment on pages you "own" (shouts, journals made by you, submissions you posted)
-cannot PM you
-cannot friend request you
-cannot send a collection piece to you
-does not see your submissions while browsing (they can go directly to your page to see the submission but cannot fav or comment on it. to get it so they entirely can't see you make it a friends only thing)

If you block a user you also do not see their comments, see their submissions, etc

On the forums it is slightly different. If you Ignore a user you cannot see their comments and they can not PM you.
This is VBs 'ignore function" so the mainsite block function is much more powerful in terms of what it does.
