    If you're going to go the statistical details, which you should, then you actually need more fine tuned data than that. You need to investigate the relative population sizes as well as the relevant crime rate statistics. Not to sound prejudiced/racist/whatever, but if blacks are responsible for a very large proportion of crime, particularly violent crimes or resistance and such, then it makes sense that they would have that skewed death rate.

    There's confounds though such as poverty. The majority of black people are impoverished, and poverty is correlated to high crime rates, both for victims and criminals. Also, poor people can't acquire adequate legal defense so they frequently are convicted of crimes that would be thrown out or have significantly reduced sentences. Finally, cops know this, so if they want an easy conviction, they go for after a poor person. And when most of the people of a certain ethnicity are poor, it becomes really easy for them to skew the arrest and conviction statistics to look like black people are committing a ton of crimes.

    It's a chicken and egg thing. Poor people are easier to convict, so cops single them out, which skews the statistic, which reinforces the stereotype, which causes cops to single them out even more. High crime areas are also the least expensive so they attract the poorest people, who also have the least opportunities, and end up being forced to turn to crime. Also the police protect poor people the least, leading to high numbers of poor victims, which creates a disenfranchisement from the system.
